Achievement of solving educational issues in developing countries.


Impovement for regional teachers’ qualification and elimination of education disparity in the Republic of Uzbekistan

With a proud track record of installation over 2,000, Digital Knowledge. Co., Ltd as e-learning solution company proposed SDGs BUSINESS VERIFICATION SURVEY WITH THE PRIVATE SECTOR FOR LEARNING MANAGEMENT SYSTEM (LMS) APPLICATION TO IMPROVE REGIONAL SCHOOL TEACHERS’ QUALIFICATION AND ELIMINATE EDUCATION DISPARITY IN UZBEKISTAN. Japan International Cooperation Agency (JICA) adopted it in October 2018. It aims to export the education model in Japan for elimination of regional disparity and improvement of the quality of education.


1st Joint Coordination Commitee as Local environment preparation was held in August 2019. Teacher training and Computer Based Testing (CBT) in 14 schools, while private education classes were piloted in 15 schools through e-learning platform from January 2020.

About the project

The project aims to achieve 1. ICT reform in public education, 2. Development of private education market through KnowledgeDeliver as e-learning platform in context of public and private partnership. The platform established in Ministry of Public Education (MPE) utilized for both public education and private education service. In the public education field, public school teachers are trained by e-learning. The improvement of the teaching methods is measured by the achievement of students in CBT which was carried out before and after training. In private education serrvice, private institutions such as private tutoring school will be offered for a fee. A part of profit is utilized for expansion of the platform continuously. This will lead to independent and continuous implementation without public funds.

  2. Introduction of platform will lead to efficient improvement in teacher training/Digitalization of teaching materials/Learning record/marking management/educational administration. This aims to correct regional disparity and improvement education quality.
  3. Development of private education market
  4. Government official platform to provide distance education and electronic teaching materials will be established to support development of education service through ICT and student recruitment for educational institution including Clam school, Preparatory school, English conversation class, University, Qualification measure, Human resource development in enterprise. Private distribution of education will be conducting not only collaboration with education company in Uzbekistan but also export of high-quality education service in Japan.

Private distribution of education will be conducted not only in collaboration with education companies in Uzbekistan, but also in exporting high-quality education services from Japan.

Situation and issues of education in Uzbekistan

Although the literacy rate achieved 100% in 2019※ in Uzbekistan, issues remain regarding the improvement of the quality of education. In particular, the Ministry of Public Education raises four issues in both public and private education.

  • Limited number of teachers
  • In basic compulsory education, there are 5,248,484 students. In order to deal with them properly, additional 70,000 teachers are needed. In particular, shortage of Science and Mathematics teachers is a serious problem.

  • Improvement of teachers’ qualification
  • MPE establishes a system for rating of teachers in four grades under the systems: superior, first, second and zero grades are ranked according to trainings and exam every five years. At current situation, incumbent teachers consist of 3% of superior grade, 12% of first grade, 33% of second grade and 52% of zero grade. It is obvious that the system needs to be established to implement teacher training and reeducation to improve their capacity

  • Limited choice among teaching materials
  • Sole public corporation was allowed to produce textbooks of basic compulsory education, which results in only 30% coverage of required number of textbooks. MPE established ICT department in 2000 and took a measure to promote the usage of electronic textbooks through the establishment of a shooting and editing studio. However, skills are limited to create teaching material.

  • Disparity of education service between urban and rural regions
  • Private educational services are established mainly in Tashkent. 48 private teaching courses were established in the last two years, but only three were established in Samarkand, which is the ancient capital in Uzbekistan.
